About Our Statewide Network
The Texas Coalition for Healthy Minds is a statewide policy coalition bringing together organizations that work across mental health care, substance use treatment, and recovery support. More than 43 member organizations participate in coalition workgroups that develop and refine shared policy priorities. Together, members bring expertise from across Texas to inform policy discussions and help shape solutions that strengthen systems of care. The coalition hosts policy briefings in Austin and regional roundtables across the state to gather input from communities, service providers, and stakeholders. These conversations help ensure that policy priorities reflect real experiences and needs across Texas. TCHM serves as a trusted source of information on mental health and substance use systems and works in partnership with elected and appointed leaders to improve access to care, strengthen services, and increase investment in community-based solutions. The coalition is supported through grants from Methodist Healthcare Ministries, H.E. Butt Foundation, and the Hogg Foundation for Mental Health.

TCHM operates through a collaborative, consensus-based process that ensures member organizations have a voice in shaping coalition priorities and strategies. Our operating principles outline the coalition’s membership guidelines, decision-making processes, and expectations for participation.
OUR HISTORY
The Texas Coalition for Healthy Minds began in 2011 as an informal gathering of colleagues representing organizations working on mental health and substance use issues in Texas. During legislative sessions, the group met regularly to discuss policy developments and identify shared priorities.
In 2015, the coalition formally organized to strengthen collaboration and increase collective impact in the Texas Legislature. Since then, the coalition has coordinated policy and advocacy efforts among member organizations, supported education for policymakers and stakeholders, and advanced legislative and regulatory initiatives that improve mental health and substance use systems across the state.
